It may depend on where you found it. I've never been able to figure exactly how it works but it seems like some skins are dye-able if they are found in Tyria but not the ones found in Cantha. Some one else said they thought NF skins of certain weapons were not able to be dyed but the ones from EotN are.

Frankly, if a weapon from one place (collector or not) is able to be dyed it seems like a dumb move on ANet's part to make the same weapons from another source un-dyable.

I though it was the other way around - but that was just a rumor I heard from another player.

I do know at least some jeweled chakrams can be dyed because I saw a player with a black one yesterday.

Maybe your best bet would be to advertise for a dyable one and ask the seller to dye it a cheap color before you complete the deal so that you know you are getting one that can be dyed.
